It’s a meta-question, what if the leader is an average leader and cannot promote a learning environment? Promoting an learning environment is no easy task.

I still think hiring smart is important, but probably not with multiple rounds of interview that incur very high cost. It’s a tradeoff and diminishing margin. In addition, it is not just about the hiring process, there are cost for continuous development, on job training, mentoring as well.
